An Analysis of the Strategic Framework of the Federal Government’s Policies, Aimed at Achieving Millennium Development Goals in Rural Water Supply in Nigeria

Abstract
The paper analyses rural water supply programme, as encapsulated by the National Rural Water Supply and sanitation strategic framework, with a view to achieving Millennium Development Goals. It makes use of the secondary data obtained from NPC/UNICEF situation assessment and analysis (2001), WHO/UNICEF joint monitoring programme (2010) and internet materials on the National Rural Water Supply and sanitation strategic framework (2004). Targets for rural water supply for your 2003, 2005, 2010, 2015 and 2020 and beyond were established through the secondary data obtained from above sources. The actual rural water supply coverage for year 2008 was also obtained and was compared with the set targets in order to establish if the programme has delivered in terms of the set targets year 2008 is chosen because it is the mid-way to the millennium Development Goals targeted year of 2015. The study discovers a backward trend in rural water supply coverage in Nigeria. As a way forward, the study recommended a general review of the programme, especially in matters concerning funding.
