Abstract
This article examines the scope and significance of public administration to organizational settings and
processes. It examines the utility of the various public administration theoretical perspectives that have been used
as explanations and descriptions of organizational settings. The paper further reviews how public bureaucracies
are structured and organized, and in the process highlights some of the problems associated with the nature and
form of their operations.
